About Paul R.
Paul R. Brazil completed his undergraduate studies at Bloomsburg University of Pennsylvania before earning a J.D. from Widener University Delaware School of Law. Those years laid a foundation in legal research and writing and introduced him to the procedural complexities that would shape his later practice.
He entered private practice and rose through the ranks at Muller Brazil, becoming a partner in 2012. He is admitted to practice in New Jersey and Pennsylvania and is also admitted to the United States Court of Federal Claims. Those admissions enable him to bring cases at both the state and federal levels.
Much of Brazil’s work involves claims related to vaccines and federal compensation programs. He is a member of the Vaccine Injured Petitioners Bar Association, a group that includes attorneys who regularly represent petitioners before the Office of Special Masters and in litigation tied to vaccine injury petitions. His bar membership in Pennsylvania also connects him to a wider array of state-level resources and continuing education.
Colleagues describe him as steady in litigation settings. He handles filings in the Court of Federal Claims and navigates the medical and scientific records that often underpin petitioners’ cases. Preparation tends to be document-heavy. He spends time assembling medical histories, expert reports, and legal memoranda. Hearings before special masters require attention to detail and a clear presentation of both law and fact.
Outside of vaccine-related work, Brazil’s admissions in New Jersey and Pennsylvania allow him to address related personal injury and administrative matters when they overlap with federal claims. He works with medical experts and coordinates filings across jurisdictions when cases require multiple court appearances or administrative submissions.
At Muller Brazil, he is part of a team that handles petitions and litigation arising under federal compensation systems. He joined the firm’s partnership in 2012 and has since continued to represent clients in proceedings that involve detailed evidentiary work and procedural advocacy. He is an active member of professional organizations that inform practice and policy in vaccine injury litigation.
He currently practices at Muller Brazil, handling vaccine injury petitions and related federal claims.
