About Patrick Michael

Patrick Michael Callahan built a career at the intersection of law and public health. He earned a J.D. from DePaul College of Law in 2011 after completing an M.P.H. in Sociomedical Science at Columbia University’s Mailman School of Public Health in 2008. He also holds a B.A. in Political Science with a music minor from the University of California, Santa Barbara, awarded in 2006. Those academic choices shaped an early interest in health policy and regulation.

He began his legal work in Illinois state government. In 2010 he served as a senior law clerk at the Illinois Department of Financial and Professional Regulation. The following year he became executive director of DePaul University College of Law’s Health Law Institute. In 2012 he opened a solo practice, and in 2013 he joined the Illinois Office of the Attorney General as an assistant attorney general in the Health Care Bureau. He later held an in-house role as legal counsel at the Illinois Department of Commerce and Economic Opportunity in 2016, and spent time in private practice as an associate at The Goldberg Law Group in 2017 and at The Law Offices of Joseph J. Bogdan in 2018. He also taught in the public health department at Benedictine University in 2015.

Those positions gave him repeated exposure to regulatory proceedings, administrative hearings and compliance issues affecting health care providers and institutions. He has handled matters involving professional licensing boards, state regulatory agencies and the practical overlap of public health rules and state law. Membership in the Illinois Association of Healthcare Lawyers reflects that ongoing engagement with the community of practitioners who work on those subjects.

Callahan’s public health training is more than a credential. It informs how he approaches cases that implicate policy, population-level risks and statutory frameworks. His work at a law school health law institute, combined with time inside state agencies, offered perspectives from both advocacy and enforcement sides. He has represented clients in environments where medical practice standards, administrative sanctions and state oversight converge.

Since 2023 he has operated The Callahan Law Office, a practice he established as owner. He represents clients on regulatory and administrative matters arising in health care and related fields. He currently focuses his practice on health law and regulatory matters.
