About Mr. Kevan P.
Kevan P. McLaughlin studied economics and political science at the University of Colorado Boulder, earning dual B.A. degrees in 2001. He continued his legal education at Golden Gate University School of Law, receiving his J.D. in 2005. He later completed an LL.M. in Tax Law at the University of San Diego School of Law in 2008.
After finishing his graduate work, McLaughlin launched his own practice in 2009. He established McLaughlin Legal to handle federal and state tax disputes, appeals, and related litigation. Over the years the firm has handled matters before tax authorities and in federal court. He is admitted to practice in California, before the Ninth Circuit, and in the U.S. Tax Court.
McLaughlin has balanced private practice with teaching and editorial roles. In 2016 he lectured at California State University - San Diego State University, bringing practical tax litigation experience into the classroom. His editorial work includes multiple tenures with the California Journal of Tax Litigation, where he served as Editor-in-Chief, and more recent responsibilities as Articles Editor for California Tax Lawyer beginning in 2021.
His involvement in bar and professional groups is long-running. He has held leadership positions in the California Lawyers Association Taxation Section, serving on the executive committee and as D.C. delegation chair since 2018. Earlier roles include participation on the Tax Procedure & Litigation Committee and the Young Tax Lawyers Committee of the State Bar of California Taxation Section. Locally, he co-chaired the San Diego County Bar Association Taxation Law Section from 2011 to 2013 and served in officer roles for the San Diego chapter of the Young Tax Lawyers.
McLaughlin’s practice revolves around tax procedure and litigation. He appears in administrative proceedings and has represented clients in federal courts on appeal. His background in tax scholarship and committee work informs how he handles procedural issues and case strategy.
