About Morgan

Morgan Fisher began her academic path studying history at the University of Kansas, earning a B.A. in 1999 after beginning studies in 1994. She went on to Tulane University School of Law, where she completed her J.D. in 2002. Those years shaped a lawyer comfortable in both historical context and legal analysis.

Her admissions reflect a multijurisdictional practice. She is admitted to the bars of Maryland and California. She is also authorized to appear before the U.S. Court of Appeals for the Fourth Circuit and in the District of Columbia. Those credentials have allowed her to handle matters that cross state lines and that require appearances in federal appellate settings.

Over the course of her career Fisher has practiced in forums ranging from state trial courts to federal appellate courts. She has worked on matters that required coordination across different procedural regimes and on filings governed by diverse local rules. Her work has involved briefing and oral argument in appellate matters and representation in trial-level proceedings, placing an emphasis on procedural precision and clear legal writing.

Her practice touches both litigation and matters that arise before administrative and regulatory bodies. She prepares briefs, argues appeals and advises on jurisdictional strategy when cases span multiple states or federal circuits. That range means she spends as much time on research and drafting as on courtroom presentation. Colleagues describe her approach as methodical and fact-centered, aimed at presenting issues in a way that a judge or agency can follow.

Fisher also brings practical attention to client needs when cases require actions in more than one jurisdiction. Handling filings in Maryland and California, while maintaining admission to practice in the District of Columbia and the Fourth Circuit, requires coordination of deadlines, local counsel relationships and an understanding of differing substantive law. She has built procedures to manage those logistical and legal complexities.

She maintains active bar memberships that support work in both state and federal venues and continues to accept matters that involve cross-jurisdictional questions and appellate work. She currently practices across Maryland, California, the District of Columbia and the Fourth Circuit.
