About Monica L

Monica L. Lombardi built a legal path that intertwines academic study of the environment and service in the military. She pursued undergraduate study in environmental studies at The George Washington University and went on to earn a J.D. from the University of Baltimore School of Law in 1990. Those early choices set a practical tone for the kind of work she pursued later.

After law school she entered uniformed service. She served in the Judge Advocate General’s Corps of the U.S. Coast Guard beginning in 1990. In that role she handled legal issues for the service and gained courtroom and advisory experience under military rules and procedures. The work required clear legal writing, fast analysis, and an ability to explain complex law to commanders and service members.

Following her time with the Coast Guard she transitioned to civilian practice and established herself in jurisdictions where she holds licenses. She is admitted to practice in both Connecticut and Virginia and maintains memberships in the Connecticut State Bar and the Virginia Bar Association. Her career has involved both courtroom work and counsel to clients outside the military setting.

Lombardi’s undergraduate focus on environmental studies has continued to inform aspects of her practice. That background gives her a perspective on regulatory and environmental questions when they arise in client matters. At the same time, her military legal experience shapes how she approaches procedural issues and client counseling. The combination produces a pragmatic approach to problem solving.

Colleagues describe her work style as steady and detail-oriented. She has handled matters that require attention to administrative process as well as litigation tactics. Over time she has balanced client representation with participation in local bar activities and professional networks in both Connecticut and Virginia.

She continues to be active in bar association work and to represent clients in the two states where she is licensed. Her current practice focuses on handling state and federal matters that arise in Connecticut and Virginia, drawing on both her environmental studies background and her experience as a military lawyer.
