Mindy L — Zoghlin is a Senior Counsel at Underberg & Kessler LLP, located in Rochester, New York. She joined the firm in January 2025, marking a significant milestone in her career following the integration of The Zoghlin Group, PLLC, which she founded in 2016. This transition not only expanded her practice but also enhanced the firm’s capabilities in environmental and land use law. Prior to establishing her own firm, Mindy garnered experience practicing law with various Rochester firms and served at the Pennsylvania Department of Environmental Resources. Mindy’s legal practice is diverse and impactful — She represents many clients, including municipalities, individuals, small businesses, developers, and citizens’ groups. Her work encompasses numerous environmental and land use matters—these include Article 78 proceedings, zoning and regulatory permitting proceedings, toxic tort cases, and property damage disputes.
