About Michael Vincent
Michael Vincent Quatrini built his path to the law in Pennsylvania. He finished a political science degree at Dickinson College in 2001, then earned his J.D. from Duquesne University School of Law in 2004. Those years set the groundwork for a career that blends courtroom practice, administrative advocacy and community board work.
Early in his career he established ties to the state and federal benches. He holds membership in the Pennsylvania State Bar and is a member of the U.S. Federal Court for the Western District of Pennsylvania. He also earned certification from the U.S. Department of Veterans Affairs as a Certified Veteran Representative, a credential that informs a significant portion of his practice.
Outside the firm, board service is a long-running thread. He has served on the board of Court Appointed Special Advocates (C.A.S.A.) since 2009, helping steer child advocacy efforts in the region. Since 2007 he has been on the board of Westmoreland Cleanways and serves as its treasurer. Those roles place him at the intersection of legal work and community organizations, where governance, budgeting and advocacy often come together.
Within the office he operates at QuatriniRafferty, P.C. His memberships in both state and federal bars allow him to handle matters that originate in state forums and move into federal filings. The VA certification equips him to represent veterans in claims and appeals before administrative agencies, and to assist with paperwork and hearings connected to disability benefits.
Colleagues describe his practice as steady and procedural. He spends substantial time preparing filings, attending hearings and working through administrative rules. That work requires attention to regulatory detail and a grasp of administrative timelines, both in veterans’ matters and other areas that cross into federal court oversight.
Quatrini’s community board roles broaden that perspective. Serving as treasurer for a regional environmental nonprofit gives him regular exposure to nonprofit finance and public-facing programs. His long-term role with C.A.S.A. informs his understanding of family and child welfare systems and the legal touch points they create for clients and the courts.
He continues to practice law from his office at QuatriniRafferty, P.C., where he handles veterans’ benefits claims, administrative appeals and related matters in Pennsylvania.
