Michael P Metcalf built a legal career that spans military service, the bench and private practice. He completed a Bachelor of Science in Industrial Distribution at Texas A&M University in 1963 and earned his J.D. from the University of Houston in 1966. That same year he completed the Graduate U.S. Army JAG School at the University of Virginia, an early sign of the path his work would take.
After law school and JAG training, Metcalf served as a Captain in the Judge Advocate General’s Corps. His military service placed him before courts and administrative processes that shaped his courtroom approach. By the early 1970s he had returned to civilian life and begun working in Texas legal institutions.
His public-service record in Texas includes roles in the 69th Judicial District. He served as a district lawyer in 1971 and was later elected or appointed as a district judge for the 69th Judicial District in 1975. In 1976 he attended the National College for the State Judiciary at the University of Nevada–Reno, a yearlong program designed to review civil and criminal law issues that state judges confront.
Metcalf kept active in professional and civic organizations through several decades. He is listed as a member of the Dallas Bar Association in 1990 and of the State Bar of Texas Insurance Trust beginning in 1979. His civic engagements include Rotary International in both Taipei, where records show he served as Sergeant at Arms in 1967, and Dumas, Texas, where he was a member in 1970. He also belonged to the Pi Chiao Law Society in 1967.
On the credential side, Metcalf holds board certifications from the Texas Board of Legal Specialization in Personal Injury Trial Law and in Civil Trial Law. He is admitted to practice in the State of Texas and before the United States Court of Appeals for the Armed Forces and the Fifth Circuit.
In recent years he has operated Metcalf Mediation & Arbitration Services. The practice reflects a transition from courtroom roles to alternative dispute resolution. He accepts matters that draw on his trial experience and his background in military and civil procedure. His current practice centers on mediation and arbitration services.
