About Matt

Matt Black built his legal foundation at Ball State University, where he completed a Bachelor of Arts in Pre-Law in 2005. He went on to earn a J.D. from Indiana University Robert H. McKinney School of Law in 2009. Those years set the stage for a career split between government service and private practice.

He began working inside the Office of the Indiana Lawyer General while still early in his career. In 2008 he served as a law clerk in that office and the following year moved into the role of Deputy Lawyer General. Those positions gave him regular exposure to the mechanics of state government and to the legal issues that arise in public administration.

In 2013 he left the public sector to co-found Black Clay LLC. As a founding partner, he handled matters typical of a small firm that serves both individual and institutional clients. The shift to private practice allowed him to manage client matters directly and to shape the business side of a law firm.

Black returned to public employment in 2023 when he joined the State Board of Accounts as a lawyer. The role places him inside an agency responsible for auditing and oversight of public funds and local governments. It draws on his earlier experience at the Attorney General’s office and on the litigation and advisory work he had done in private practice.

He has maintained ties to the local legal community since graduating law school. He has been a member of the Indianapolis Bar Association since 2009. That membership has kept him connected to peers and to developments in Indiana law over the past decade and a half.

His career shows a steady movement between government roles and firm practice. He has handled legal work at the state level and run a small firm. That mix gives him perspective on how public agencies and private clients approach compliance, audits, and regulatory matters. He currently works at the State Board of Accounts and concentrates on legal issues related to public accountability and government financial oversight.
