About Mark

Mark Touby built his legal foundation in South Florida. He attended the University of Miami School of Law, earning his J.D. in 1995 after beginning studies in 1992. That period shaped his early interest in labor and workplace issues and set the stage for a career centered on state-level regulatory and adjudicatory work.

After law school he established himself in Florida practice. His professional path has stayed close to workers' compensation law. Over time he became involved in the administrative side of that field, participating in rulemaking and committee work that affect how claims are handled across the state.

Touby has taken on leadership roles within the Florida legal community. In 2014 he served as Chair of the Workers’ Compensation Rules Advisory Committee for the Florida Bar. That role placed him at the intersection of practice and process. He worked alongside judges, practitioners, and bar officials on procedural matters that shape hearings, filings, and case management in the workers' compensation system.

He is Board Certified as a Workers' Compensation Specialist by the Florida Bar. Board certification signals a concentrated practice and a peer-reviewed credential in an area of law that is highly technical. The certification reflects sustained engagement with the specialized rules, statutes, and administrative tribunals that govern workplace injury claims in Florida.

Touby’s career has combined case work with attention to system-level detail. He has handled contested hearings and procedural disputes, and he has contributed to discussions that aim to refine how the system operates. That blend of litigation experience and committee service means he knows both the practical challenges experienced by claimants and employers and the rule changes that can alter case outcomes.

Colleagues describe him as someone who understands the law’s mechanics and the practical realities of administrative practice. He has spent years operating within Florida’s workers' compensation framework, advising clients and representing parties before judges and hearing officers. His background in committee leadership also gives him familiarity with rule drafting and the deliberative processes of the state bar.

Today he continues to practice in Florida, concentrating on workers' compensation matters. He represents clients in hearings, advises on procedural issues, and remains involved in the developments that affect the state’s workplace injury system. He practices workers' compensation law in Florida.
