About Marice

Marice Ashe earned a broad academic foundation before entering the overlapping worlds of law and public health. She completed a B.A. at the University of Notre Dame, followed by a Master of Public Health from the University of California, Berkeley in 1982. She later returned to Berkeley for a J.D., receiving her law degree from the University of California, Berkeley School of Law in 1993.

Her career has moved between nonprofit leadership, legal education and policy advising. In 1995 she founded ChangeLab Solutions and served as its chief executive. She led the organization through its early years and later retired from that leadership role. Those years running an organization gave her practical experience in strategy, organizational management and the practical effects of law on public programs.

As an academic and instructor, she has taught and consulted on legal issues that touch public health. Her record includes serving as a lecturer in Public Health Law at UC Berkeley School of Law and, in 2021, acting as a consultant on public health law and policy for the university. In the classroom she has focused on the legal tools available to public agencies and community groups, and in consultancy she has advised on policy design and implementation.

She is licensed to practice in California. She has maintained professional memberships since 1993 and has remained active in professional circles that bridge law and public health. Over time her work has emphasized how legal frameworks can enable or constrain public health initiatives, and she has worked at that intersection in both practical and scholarly contexts.

Those who have worked with her note a straightforward, practical approach to the problems she takes on. She combines training in health education and public health with legal training, and she often moves between analysis, teaching and advising. Her current work continues to center on law and policy in public health, carried out through teaching roles and consulting projects at the University of California, Berkeley, where she remains involved in public health law and policy work.
