About Li
Li Weng earned an LL.M. from the University of Texas at Austin in 2010 after completing earlier law studies in 2009. That academic stretch took Weng from classroom to international practice. The sequence of study helped shape a practice that spans more than one legal system and more than one country.
Weng built a career across jurisdictions. They hold admission in New York, the District of Columbia, and in the US District Court for the District of Maryland. Those admissions opened doors to work on matters that cross state and federal lines. Weng also completed the Rita Rosenkrantz family law training through the Montgomery County Pro Bono Program and the Maryland Bar Foundation. That training added practical skills for family law work in a pro bono and community setting.
Early practice years included a mix of litigation and advisory assignments. Weng handled matters in state and federal courts and supported clients on transactional issues. The record shows steady involvement in cases that required coordinating filings and hearings across different regulatory environments. Weng’s legal training at Austin and prior law studies also informed an ability to work on cross-border questions, an asset in dealings that touch both U.S. and international norms.
Professional memberships include active membership in the State Bar of New York. Weng has maintained ties to professional networks in several cities. Those ties have been important in sustaining a multi-office practice and in keeping current with shifting local rules.
Weng splits time between a Rockville office and an office in Shenzhen. The dual-office arrangement reflects a practice that serves clients in both the United States and China. Office work in Rockville often involves filings in Maryland and nearby jurisdictions. Work from Shenzhen responds to business and personal matters that have an international component. The two-office setup also supports pro bono efforts and local community engagements tied to family law and civil matters.
Colleagues describe Weng as methodical in preparing filings and clear in courtroom presentations. Clients have relied on that steadiness when schedules tightened or when matters moved quickly between jurisdictions. Weng’s background—U.S. legal education, multiple admissions, and specialized family law training—feeds into an approach that balances courtroom readiness with practical problem solving.
Weng currently practices across the Rockville and Shenzhen offices, handling cases that involve state and federal proceedings as well as cross-border legal questions.
