About Kenneth P.
Kenneth P. Milner trained in sociology before turning to law. He earned a B.A. in sociology from the University of Pennsylvania and later took his J.D. from Boston University School of Law in 1976. Those academic foundations set the stage for a long career that has moved between private practice, advisory roles and bar leadership.
He began practicing shortly after law school and over the decades has taken on a variety of counsel positions. In 1999 he served as general counsel to the Montgomery County Literacy Network, advising on governance and compliance issues. He joined Kraut Harris, P.C. as special counsel in 2004, and two years later accepted the role of general counsel for the Special Education Advisory Council of Upper Dublin. More recently, in 2022, he took on a special counsel position at Warren McGraw & Knowles LLC. He is admitted to practice in Pennsylvania and is also admitted to the bar of the United States Supreme Court.
Milner’s work has intersected often with franchise law and the needs of small firms. He maintained an active membership in the American Bar Association’s Forum on Franchising beginning in 1977. Within the Montgomery Bar Association his involvement spans decades. He chaired the Franchising Committee from 1990 until 2018, then moved into a leadership role for solo and small firms as co-chair of that committee beginning in 2019 and continuing to the present. He also led the Pennsylvania Bar Association’s Solo & Small Firm Practice Section from 2012 to 2014.
Colleagues describe him as someone who prefers practical legal work to headlines. He has handled counseling for nonprofit organizations, contract and franchise matters, and the administrative questions that come with running a small practice. His roles as general and special counsel over the years have combined transactional advice with policy and procedural review for boards and executives.
In practice today he is special counsel at Warren McGraw & Knowles LLC. He works on franchising issues, represents small firms and solo practitioners, and advises nonprofit boards on governance and compliance matters.
