About Joshua David
Joshua David Massingill built his path through law and public service steadily and deliberately. He graduated from Abilene Christian University in 2008 with a B.A. in political science and minors in public service and business administration. He then earned his J.D. from Pepperdine University School of Law in 2011, where he also completed a certificate in dispute resolution.
Early in his legal training Massingill gained practical experience in a small firm setting. He worked as a law clerk at the Mesriani Law Group in 2010, where he handled research and supported litigation and transactional matters. That hands-on legal work was followed by a move to the federal legislative branch. In 2012 he served on the staff of the U.S. House of Representatives Committee on Rules, working on procedural and legislative matters.
He continued in public sector roles focused on policy and oversight. In 2014 he was counsel to the Texas Senate Committee on Health and Human Services. That role placed him at the intersection of law and policy as the committee addressed health regulation and program administration. After the Senate post, he entered private practice and established his own practice entities.
By 2015 Massingill was principal lawyer at Massingill, Lawyers & Counselors at Law. He later took on a leadership role in Statecraft, LLC, becoming managing member in 2017. Those positions reflect his movement from staff and advisory roles into positions that combine practice, management and client representation.
Throughout his career he has remained licensed in Texas and has navigated both legislative environments and private practice. His academic work in dispute resolution informs a measured approach to client matters, and his years on legislative committees give him familiarity with regulatory processes and governmental decision-making.
Colleagues describe him as precise in legal analysis and steady in managing projects that cross public and private lines, though those characterizations remain part of professional reference rather than promotional claim. He maintains an active practice through his firm and participates in projects that touch on administrative and statutory issues as they arise for clients in Texas.
He currently practices at Massingill, Lawyers & Counselors at Law, representing clients in matters arising under Texas law.
