Joseph M. Troy is a attorney based in Appleton, Wisconsin, with over four decades of experience in the legal field. He earned his Juris Doctor from the University of Wisconsin Law School in 1980 and his Bachelor of Arts from Lawrence University in 1976. Throughout his career, Troy has been deeply involved in both private practice and the judiciary. In 1980, Troy began his legal career as a partner at Habush Habush & Rottier S.C., a prominent personal injury law firm with offices across Wisconsin. He practiced out of the Appleton and Green Bay offices and was a shareholder with the firm for 15 years, before retiring in 2022.
During his tenure, he handled many personal injury cases, including car accidents and medical malpractice. His expertise and dedication to his clients were recognized when he was named among the "Best Lawyers" in America in 2022 for Personal Injury Litigation – Plaintiffs in Appleton. In 1987, Troy transitioned to the judiciary, serving as a Circuit Judge in Outagamie County. He held this position for 20 years, demonstrating a commitment to public service and the legal community. Notably, he was appointed Chief Judge of the 8th Judicial District and chaired the Committee of Chief Judges. His contributions to the judiciary were further acknowledged in 2004 when he was named Wisconsin Trial Judge of the Year by the American Board of Trial Advocates.
After retiring from the bench in 2007, Troy returned to private practice with Habush Habush & Rottier S.C. He continued to serve clients in personal injury cases, leveraging his experience from both his time as a practicing attorney and as a judge. His leadership within the firm and the legal community was further demonstrated through his role as Chair of the Litigation Section of the State Bar of Wisconsin. He served as Chair of the Public Trust and Confidence Task Force in 2000, a collaborative effort between the State Bar of Wisconsin, the Supreme Court, and the Wisconsin League of Women Voters. In 2011, he was honored with the State Bar President’s Public Service Award, recognizing his dedication to enhancing public trust in the legal system.
