About Joseph Steve

Joseph Steve Franco grew up studying politics and systems. He earned a B.A. in Political Science from the University of California, Berkeley in 2004. He went on to law school at the University of California College of the Law, San Francisco, receiving his J.D. in 2008 where he concentrated on litigation courses and courtroom practice.

After law school, Franco entered private practice and built a career that blends trial work and case strategy. He has handled matters that require careful preparation and an ability to respond quickly in court. Over time he expanded his practice footprint to serve clients in both the East Bay and San Francisco. He has operated under the Franco Munoz Law name and maintains offices in Concord and San Francisco.

Franco has remained active in professional circles. He joined the California Applicant Lawyers Association in 2010 and has kept that association membership since. In 2018 he took a seat on the board of the East Bay La Raza Lawyers Association, a position he continues to hold. Those roles have put him in regular contact with other litigators and policy-minded lawyers across the region.

Colleagues describe his courtroom approach as methodical. He prepares witness examinations and evidence with an eye for how matters will read to judges and juries. He accepts cases that require written motions and contested hearings as well as trials. Over the years he has balanced case preparation, client meetings and courtroom time. That mix has shaped the procedures his offices use when taking new matters.

Franco’s practice serves a cross-section of individuals and businesses. He works on claims that raise factual disputes and those that hinge on technical points of procedure or evidence. He draws on his early academic grounding in political science when addressing statutory interpretation and administrative records. He also relies on practical courtroom experience when planning trial timelines and discovery strategies.

In the office, he oversees teams that handle filings, client communications and pretrial logistics. The Concord and San Francisco locations allow him to respond to matters in different courthouses and to meet clients locally. He keeps his practice accessible to clients who need hearings scheduled on short notice and to those who require steady case updates.

As of 2026, Joseph Steve Franco continues to practice under the Franco Munoz Law name from offices in Concord and San Francisco. His current practice focuses on litigation and courtroom representation for clients in California.
