About John R.
John R. Salvatore earned his J.D. from the University of Baltimore School of Law in 1972. He is licensed to practice in Maryland and began building a career that would span public service, local government and private practice. His legal education set the stage for a long presence in the region’s courtroom and civic life.
Early in his career he served in a public prosecutor role for Washington County in 1979, working out of the county’s State’s Lawyer’s Office. He later turned to local government and was a member of the Board of County Commissioners in 1982. Those years gave him experience on both sides of the bench and exposure to the county’s legal and political landscape.
Salvatore also pursued roles in local politics. He was elected to the Washington County Democratic Central Committee in 1990 and again in 1994. In 1994 he accepted membership on the Trial Courts Judicial Nominating Commission, a position that placed him in the circle of practitioners and officials involved in local judicial appointments. In 1992 he founded Salvatore & Morton, LLC, establishing a private practice that has operated for more than three decades.
Professional associations have been a consistent part of his career. He has served on the Board of Directors for the National Association of Criminal Defense Lawyers and remains active with that organization. He is a member of the Maryland State Bar Association and has held the association’s presidency in the past. At the county level he has been both a member and a past president of the Washington County Bar Association and a long-standing member of the Frederick County Bar Association, affiliations that date back to 1972. Other memberships include the Maryland Criminal Defense Lawyers Association, the Frederick County Defense Bar Association, the Justinian Society and Thomas Pangborn Lodge No. 88 of the Fraternal Order of Police.
Colleagues describe a lawyer whose career blends courtroom work, bar leadership and local civic involvement. Over time his roles have ranged from prosecutor and county commissioner to law firm founder and bar association president. He has maintained ties to organizations that concentrate on criminal defense and county-level legal practice.
Today he operates Salvatore & Morton, LLC from offices at 82 West Washington Street. He practices primarily in criminal defense and related matters at his firm.
