About Jess

Jess Bailey trained first as a scientist and later as a lawyer. She holds a Bachelor of Science in Business Administration from the University of Missouri–St. Louis (B.S., 2003), a Juris Doctor from South Texas College of Law (J.D., 2009), and a Master of Science in Coastal Zone Management and Marine Environmental Science from Nova Southeastern University (M.S., 2010). That blend of degrees informs the way she approaches everyday legal problems.

After law school, Bailey built a practice that sits at the intersection of environmental science and transactional law. She is President, Owner and Lawyer of Bailey Law Office. There she handles matters that draw on both her scientific training and her legal education. Clients know her for practical advice on property-related questions, regulatory reviews and contract matters.

Bailey’s professional involvement extends beyond her firm. She serves as a director of the Texas Association of Environmental Professionals and participates on the advisory board for the Lone Star College System Paralegal Program. She holds memberships in several business and civic organizations, including the Woodlands Area Chamber of Commerce, the Greater Houston Partnership and the Houston Intercontinental Chamber of Commerce. She also represents her chamber at meetings of the Alliance of North Houston Chamber of Commerce as an ICC representative, and she is a member of The College of the State Bar of Texas.

Her work tends to center on real estate and environmental issues. She handles transactional work, contract drafting and review, environmental assessments and regulatory compliance matters. The combination of an M.S. in coastal and marine environmental science and a law degree gives her particular familiarity with the technical and legal aspects of environmental reviews and land-use questions. She often reviews site assessments, advises on regulatory obligations and negotiates terms in property transactions.

Bailey maintains an office in Downtown Houston and participates in community and regional business networks. Her practice serves clients who need legal guidance on property and environmental matters, along with associated contracts and transactional work. Her current practice focuses on environmental and real estate matters, transactional work and related contract issues.
