About Jeff
Jeff Napoli built his legal foundation across three countries. He earned a degree from Simferopol University in 1991, completed a B.A. at Willamette University in 1993, and received his J.D. from Gonzaga University School of Law in 1998. Those years shaped the practical and academic skills he would bring into court later on. He arrived in practice carrying a mix of academic discipline and courtroom readiness.
His early career took him into public service. In 1999 he joined the Washington County District Lawyer's Office as a deputy district lawyer. That role put him on the prosecutorial side of cases and offered regular courtroom experience. He handled preliminary hearings, pretrial motions and trials while working alongside career prosecutors, gaining an understanding of case development from charging through disposition.
In 2003 he moved into private practice at Gilroy & Napoli, LLC. Over the years he has represented clients in trial settings and in contested proceedings. His memberships in organizations such as the Oregon Criminal Defense Lawyers Association and the Oregon Trial Lawyers Association reflect the kind of work he performs. He also maintains memberships in the Oregon State Bar and the local federal bar, allowing him to appear in federal as well as state courts.
Colleagues and adversaries see him as a courtroom lawyer who understands both sides of disputes. He has kept active roles in several county bar associations, including Multnomah, Washington and Clackamas. That local involvement keeps him plugged into court procedures, scheduling norms and the professional community in Oregon. It also means he regularly works on cases that require attention to trial strategy and procedural detail.
Today he practices at Gilroy & Napoli, LLC and maintains active membership in the Oregon State Bar and the U.S. District Court for the District of Oregon. His caseload includes trial work and contested matters in criminal and civil arenas. He continues to represent clients in state and federal court and to handle litigation from initial filings through trial and resolution.
