About Javier

Javier Salinas has built a career that moves between government service, large accounting firms and law school classrooms. He pairs advanced tax training with years of practical experience in international tax matters.

He studied Spanish at the University of Texas at Austin and later earned a J.D. from the University of Houston Law Center in 1999. He completed an LL.M. in Taxation at Boston University School of Law and holds an MBA in Finance from the University of Houston. That combination of law, tax and finance underpins much of his work.

Early in his legal training he took a range of clerk and intern positions. He served as a law clerk at Von Wobeser y Sierra, S.C., and later spent time as a legal intern at the U.S. District Court and at the ICC International Court of Arbitration. Those experiences preceded roles as a lawyer-advisor in federal tax forums, including positions at the U.S. Tax Court and the IRS Office of Associate Chief Counsel (International).

His public-sector work continued when he joined the U.S. Department of the Treasury as a senior advisor to the general counsel. That post gave him direct exposure to the policy and regulatory side of U.S. international tax law. After government service he moved into private practice and professional services firms, bringing that policy experience into the corporate and advisory context.

In the private sector Salinas held senior roles focused on international tax. He worked as an international tax manager at Ernst & Young and later served as senior manager in international tax services at Grant Thornton. In 2014 he became a partner in international tax services at BPM LLP, where he has advised clients on cross-border tax questions and transactional matters.

Alongside practice, Salinas has taught tax and related subjects. He has held adjunct professor positions at Golden Gate University and at the University of San Francisco. Those teaching roles reflect an ongoing engagement with academic and practitioner audiences and suggest a comfort in explaining technical tax subjects to law and accounting students.

He is licensed in California and has spent most of his career on international tax issues, moving between advisory, compliance and policy work. He currently practices at BPM LLP and his work centers on international tax matters for corporate and institutional clients.
