About Javier E.
Javier E. Morales earned his J.D. from the Pontifical Catholic University of Puerto Rico School of Law in 2003 after completing a B.S. in Business Administration and Marketing at the University of Puerto Rico Mayagüez Campus in 1998. He moved from undergraduate study into law school, building a foundation in both business principles and legal doctrine that would guide his early career choices. The combination of a marketing background and a law degree shaped how he approached case preparation and client communication.
His first notable public-sector role came in 2007 when he served as an assistant state lawyer in Miami-Dade. There he worked within the State Lawyer's Office on matters that demanded courtroom presence and formal prosecutorial procedures. The experience added a procedural dimension to his practice and exposed him to fast-paced caseloads and trial work.
In 2009 Morales shifted toward immigration litigation when he became supervisor of litigation at Eduardo Soto P.A. That role concentrated his work on immigration-related proceedings. He supervised litigation matters and managed case strategy for clients navigating complex immigration systems. The post required coordination with clients, courts, and administrative bodies across various forums.
By 2011 he was a lawyer at his own firm, Javier Morales Law P.A. He opened his practice after years in both public and private settings. Running a small firm put him in charge of case intake, client counseling, and litigating matters that reached administrative and judicial levels. Over time his caseload reflected the blend of prior roles: courtroom-driven matters and immigration-related petitions.
Morales is licensed to practice in Puerto Rico and Florida. That dual jurisdictional standing allows him to handle matters that touch both systems and to advise clients who move between the two. His career path—public prosecutor, immigration litigation supervisor, then firm principal—gives him a practical perspective on how cases develop from intake through resolution.
He continues to operate his practice and handles litigation and immigration matters across Puerto Rico and Florida. His current practice focuses on immigration and litigation.
