About James Monroe

James Monroe Scurlock earned his undergraduate degree from Wabash College in 1997. He returned to school more than a decade later and received his J.D. from the University of Arkansas at Little Rock in 2011. The combination of a liberal arts background and legal training shaped how he approaches problems: methodical, direct and attentive to detail.

He entered private practice after law school and built experience in courtroom work and appellate filings. Over time he became licensed to practice in Arkansas, Tennessee and Texas. He also holds admissions to the United States Courts of Appeals for the Fifth and Eighth Circuits. Those credentials reflect a practice that spans state and federal systems rather than remaining confined to a single court.

Scurlock’s career has involved both trial-level representation and matters that advanced to appellate review. He has handled pleadings, motions and briefs in contested matters and appeared in hearings and oral arguments. Colleagues note that he moves between the granular work of case preparation and the strategic demands of appellate work. He combines close legal analysis with courtroom experience.

He practices at Wallace, Martin, Duke & Russell, PLLC. At the firm he represents clients in disputes that require familiarity with multiple jurisdictions. He has worked on cases that involve procedural questions, evidentiary issues and post-judgment work. His courtroom practice covers a range of civil litigation tasks, from managing discovery to presenting arguments at hearing.

Outside the courtroom, Scurlock has been involved in drafting complex briefs and coordinating filings across state and federal dockets. He handles client counseling on litigation strategy and assists in preparing matters for appeal. His trajectory reflects steady accumulation of litigation and appellate responsibilities rather than sudden specialization.

He maintains active admissions in Texas, Tennessee and Arkansas and before the Fifth and Eighth Circuits. That standing allows him to represent clients across a wide geographic area and in multiple levels of the federal judiciary. He currently practices at Wallace, Martin, Duke & Russell, PLLC, handling litigation and appellate matters across Texas, Tennessee and Arkansas.
