About James

James Milligan built his legal foundation at the Massachusetts School of Law, where he earned his J.D. He moved into criminal defense early in his career and has been working in Massachusetts courts for more than two decades. His training at law school set a practical tone; he began defending OUI and DUI matters soon after finishing his degree.

He started handling OUI/DUI cases in 2000. That early work shaped the rest of his practice. Over the years he developed familiarity with breath- and blood-test issues, traffic stop procedures, and the evidentiary rules that often decide these cases. He represents people facing a range of impaired-driving charges, from first-time offenses to more complex matters that involve commercial driving licenses or injury allegations.

Milligan has been active in professional education and association work. Since 2009 he has served as chair for OUI courses offered through Massachusetts continuing legal education programs. He has also maintained memberships in several defense organizations: the National College for DUI Defense since 2000, the Massachusetts Association of Criminal Defense Lawyers since 2000, and the National Association of Criminal Defense Lawyers since 2001. Those ties keep him current on evolving case law and statutory changes in Massachusetts and nationally.

His courtroom approach is straightforward. He examines police reports and testing protocols closely. He challenges procedure where appropriate and presses for clarity when evidence is incomplete. He also handles pretrial motions and administrative license matters that often accompany OUI and DUI charges. Clients who come to him typically seek a practical assessment of risk and a clear plan for the next steps.

For much of his career Milligan has practiced under the office name Lawyer James Milligan. He works in Massachusetts courts and before administrative tribunals that oversee driver licensing. He balances trial work with negotiation when resolution outside the courtroom serves a client’s interest.

Outside the courtroom, Milligan’s role in continuing legal education has been steady. He organizes and leads course sessions that examine changes in testing technology, statutory updates, and trial strategy for OUI matters. Those sessions are aimed at educating both new and experienced practitioners in the state.

He currently practices criminal defense in Massachusetts, handling OUI, DUI, and related administrative proceedings.
