About Jack

Jack Rephan built a legal career that begins on the campuses of the University of Virginia. He earned a Bachelor of Science in Commerce and Corporate Finance in 1954 and followed that with a J.D. from the University of Virginia School of Law in 1959. Those credentials set the stage for a long involvement in construction and public contract matters and a steady presence in regional bar circles.

Early in his career he served as a law clerk to the United States Court of Claims in 1960. He is admitted to practice in Virginia, the District of Columbia, and before the U.S. Supreme Court. In 1976 he took on arbitration and mediation roles through the American Arbitration Association, a role he continues to hold more than four decades later.

Rephan has been active in professional organizations across Virginia and in the capital. He served as chair of the Virginia State Bar’s Construction and Public Contract Law Section, a leadership post that reflects his long engagement in that subject area. He holds memberships in the Virginia Bar Association, the Norfolk Portsmouth Bar Association, the Virginia Beach Bar Association and the District of Columbia Bar. Beyond bar groups, he serves as general counsel to the Hampton Roads Utility and Heavy Contractors Association and belongs to the Associated General Contractors of Virginia and the Associated Builders and Contractors.

His practice and professional activity have centered on disputes and transactional matters arising from construction and public contracting. He has worked on contract interpretation, claims and defenses, bid protests and related procurement issues. Over the years he has also handled mediation and arbitration matters under AAA rules and served as an arbitrator on commercial construction panels.

Rephan’s work combines courtroom-adjacent experience from his early clerkship with many years of practice counseling client organizations and participating in alternative dispute resolution. He has operated primarily in the Tidewater region and maintains professional ties into the District of Columbia through admissions and bar membership. Colleagues and clients have relied on him for procedural guidance in complex procurements and for dispute resolution when negotiations stalled.

He continues to act as an arbitrator and mediator and to provide counsel to contractor associations and private clients. His current practice focuses on construction and public contract matters, arbitration, and counsel to contractors and industry associations.
