About J. Winston

J. Winston Duggan completed his undergraduate studies at Marquette University in 2010, earning a bachelor's degree in political science with an emphasis in law and a minor in philosophy. He went on to earn his J.D. from Santa Clara University School of Law in 2014. Those academic years show a steady interest in the intersection of law, policy and ethical reasoning.

While in law school Duggan took on internships that exposed him to public defense and post-conviction review. In 2012 he served as a legal intern for the Office of the Alternate Public Defender in Santa Clara County. That same year he worked with the Northern California Innocence Project as a legal intern.

After earning his law degree he was admitted to the State Bar of California in 2015. His bar membership has remained active since that year. Admission followed closely on the heels of his law school work and the practical experience he gathered through those internships.

In 2015 Duggan joined the Law Office of Stephen W. Penn and Associates as an associate lawyer. The role marked his first listed post-law school position and provided an early platform for client work and courtroom practice. His time at the firm came soon after bar admission, during the formative years of his legal career.
