About Ivan
Ivan Fong is a seasoned legal professional with a distinguished career spanning both public and private sectors. He earned his Bachelor of Civil Law (B.C.L.) from the University of Oxford in 1987, following his studies at the Massachusetts Institute of Technology (MIT). He obtained both a Bachelor of Science (S.B.) and a Master of Science (S.M.) in Chemical Engineering in 1983. He later received his Juris Doctor (J.D.) with distinction from Stanford Law School, where he served as president of the Stanford Law Review. In 1988, Mr. Fong began his legal career as a law clerk to Judge Abner J. Mikva of the U.S. Court of Appeals for the D.C. Circuit.
The following year, he clerked for Justice Sandra Day O'Connor of the U.S. Supreme Court. These experiences laid the foundation for his future roles in both the public and private sectors. From 1995 to 2000, he was a partner at Covington & Burling LLP, focusing on corporate and regulatory law. In 1997, he served as Deputy Associate Attorney General at the U.S. Department of Justice, where he received recognition from the Attorney General for establishing a pro bono program for DOJ attorneys. In 2000, Mr. Fong joined General Electric (GE) as Senior Counsel for E-Commerce and Information Technology. He later became Senior Vice President and General Counsel of GE Vendor Financial Services.
In 2005, he was appointed Chief Legal Officer and Secretary of Cardinal Health, Inc. From 2009 to 2012, he served as General Counsel of the U.S. Department of Homeland Security, advising senior national security officials and leading a team of 1,800 lawyers. In 2012, Mr. Fong joined 3M Company as Senior Vice President, General Counsel, and Secretary. Under his leadership, 3M's legal department was recognized as the Best Legal Department of the Year by The American Lawyer. In February 2022, he transitioned to Medtronic plc, assuming the role of Executive Vice President, General Counsel, and Secretary. He retired from Medtronic in July 2025. Throughout his career, Mr.
Fong has been active in various professional organizations. He served on the board of directors of Cboe Global Markets and was a trustee of Minnesota Public Radio. He also chaired the board of Equal Justice Works, a national nonprofit that launches recent law school graduates in public interest careers. Mr. Fong's contributions to the legal field have been recognized with several honors, including the James Madison Legacy Award from the Constitutional Sources Project in 2017. He is also a member of the American Law Institute.
