About Ikemesit Kem
Ikemesit Kem Eyo combines study in math, health administration and public affairs with a legal education. He earned a Bachelor of Science in Mathematical Science from Clemson University in 1995. He then completed a Master of Health Administration at Tulane University in 1998 and returned to Georgia State University, where he received both a Juris Doctor and a Master of Public Administration in 2006. That academic path frames much of his legal work.
Eyo’s education pairs technical training and management insight with legal training. The undergraduate degree provided analytical and quantitative skills. The MHA introduced health systems, operations and policy. The MPA added public administration and governance perspectives. The J.D. rounded that combination into practice-ready legal training. Colleagues note that the sequence of degrees gives him a practical view of complex regulatory environments.
He is admitted to practice in Georgia and before the United States Court of Appeals for the Eleventh Circuit. He practices at Reese-Beisbier & Associates, PC. Over the years his professional interests have gravitated toward issues that sit at the intersection of healthcare, law and public regulation. He applies knowledge of hospital and health system administration when advising on compliance and regulatory matters.
In the courtroom and at the negotiating table he handles administrative law issues, regulatory compliance questions and litigation tied to healthcare operations. His background in public administration informs interactions with government agencies and regulatory boards. He also assists clients with transactional matters that require an understanding of how administrative rules affect contracts, reimbursement and licensing.
Peers describe Eyo as methodical and detail-oriented in his approach. He tends to break complex problems into discrete parts and to pursue the legal and operational steps needed to resolve them. He has experience working with institutional clients where policy, finance and regulation converge. At Reese-Beisbier & Associates, PC he represents clients before state regulators and federal courts when disputes arise. He currently focuses his practice on healthcare regulatory matters, administrative law and related litigation.
