About Hugo

Hugo Valverde trained first as a scientist and later turned to the law. He earned a Bachelor of Science in biology from the College of William and Mary in 1994 and a Master of Science in environmental management from Duke University in 1995. A decade later he completed his law degree at Regent University School of Law in 2002.

His early legal work included a position at the U.S. Department of Justice Executive Office for Immigration Review, where he served as an Honors Program judicial law clerk and lawyer advisor in 2005. That role placed him inside the federal immigration system and gave him courtroom exposure at the administrative level. He moved into private practice soon after and became managing partner at Valverde & Rowell P.C. in 2006.

In 2009 he returned to Regent University School of Law as adjunct faculty. He taught law students while continuing his practice. The combination of teaching, clerking and private practice shaped his approach: methodical, focused on procedure, and attentive to appellate strategy.

Valverde entered bar and court practice in Virginia and is authorized to appear before the U.S. Court of Appeals for the Fourth Circuit. He is a member of the American Immigration Lawyers Association, joining in 2006, and he has maintained membership with the Virginia Beach Bar Association since 2009. Those affiliations reflect the steady professional network he has built over years of litigation and appellate work.

In 2019 he established Valverde Law PLLC and took on the role of managing lawyer. He runs a small office that handles filings, appeals and courtroom appearances. Colleagues describe him as precise in drafting and deliberate in oral argument. His scientific training often shows up in how he frames factual records and cross-examines expert testimony.

Clients have found him in removal proceedings, appeals and related immigration matters. He balances the procedural demands of federal courts with the detail work of administrative filings. He has managed complex dockets and pursued appeals to the Fourth Circuit when cases raised legal questions beyond the agency record.

He continues to teach occasionally and participates in local bar activities. He splits his time between courtroom work, appellate briefs and mentoring younger lawyers. His current practice concentrates on immigration matters.
