About Hugo

Hugo Castro built his legal foundation in Peru and the United States. He earned his law degree from Universidad de Lima in 1995. He later completed an LL.M. in International Legal Studies at American University in 1999. That mix of civil-law and U.S. training shaped the early arc of his career.

Castro moved into U.S. practice in the early 2000s. He joined the Virginia bar in 2004 and became active in Virginia legal circles. He also became a member of the Virginia Bar Association. A few years later he joined the American Immigration Lawyers Association in 2007. By 2014 he had expanded his practice credentials into Maryland and took membership in the Maryland State Bar and the Maryland State Bar Association. He is admitted to practice before the U.S. Court of Appeals for the Fourth Circuit.

He set up his own office in 2006. The Law Offices of Hugo C. Castro, LLC lists him as the principal attorney. Over the years he has handled matters that draw on his international training and his U.S. bar admissions. His background gives him a particular perspective on cases that cross borders or turn on comparative law questions.

Colleagues describe him as a practitioner who blends practical case management with attention to procedural detail. He has worked on immigration and related civil matters, relying on courtroom practice and administrative filings. In court and in agency proceedings he has represented clients before state tribunals and federal appellate panels. He has stayed involved in professional associations that track changes in immigration law and in rules affecting cross-jurisdiction practice.

He keeps a routine presence in the legal associations that reflect his areas of practice. Membership in the American Immigration Lawyers Association has been continuous since 2007. He remains active in both the Maryland and Virginia state bars. That engagement exposes him to continuing legal education and to updates on regulatory and statutory developments that affect his caseload.

Castro’s practice today is centered at his firm in the mid-Atlantic. He handles matters that involve immigration filings, administrative hearings, and federal appellate work tied to the Fourth Circuit. He describes his work in practical terms and approaches each matter as a distinct legal problem to be addressed through statute, precedent and procedure. His current practice focuses on immigration and related civil litigation.
