About Heather R.

Heather R. Pierson built her academic foundation in Arizona before turning to law. She earned a Bachelor of Arts from Arizona State University in 2001, stayed at ASU to complete a Master of Arts in 2004, and received her J.D. from Whittier Law School in 2008. Those years in and around higher education shaped an early interest in public institutions and policy.

After law school, Pierson entered practice in Arizona. She is a member of the State Bar of Arizona and holds memberships in organizations that reflect her professional interests, including the Arizona School Boards Association, the National School Boards Association and the Arizona Council of School Lawyers. She also maintains ties to the Special Education Administrators Association. Those affiliations thread through her day-to-day work and professional network.

Her legal work centers on education law. She handles matters that commonly arise for school districts and boards: governance questions, compliance with state and federal education statutes, and issues involving special education programs. Her practice involves both preventive counseling and dispute resolution. In that role she interprets regulations, drafts policies and responds to administrative and legal challenges faced by school entities.

Colleagues describe her approach as methodical. She breaks complex statutory schemes into practical steps for clients. She also works with administrators and school officials on procedural issues that carry significant consequences for students and educators. While school governance and special education form the backbone of her caseload, she occasionally addresses related matters that affect districts and institutions in Arizona.

Pierson balances written advocacy with problem solving in meetings and hearings. That balance is reflected in her memberships. Participation in state and national school boards groups keeps her current on policy shifts and litigation trends. Membership in the Arizona Council of School Lawyers provides a forum for peer discussion on cutting legal questions that arise in the education sector.

She practices at Udall Shumway PLC in Arizona and maintains an active role in the local legal community. Her current work centers on representing and advising school districts, boards and education administrators on governance, compliance and special education matters.
