About Harlene
Harlene Miller built a career that follows a steady, straightforward arc. She trained in the classroom and refined her practice at the courthouse. The throughline has been bankruptcy law.
She earned her Juris Doctor from Western State University College of Law in 1989, after beginning studies there in 1986. That legal education formed the technical base she would rely on throughout her career. Coursework in debtor-creditor relations and insolvency provided practical tools she later applied in private practice.
Her early professional years were spent at Pagter and Miller, where she served as a shareholder and attorney starting in 1990. Those years gave her hands-on experience in contested matters and client counseling. Working in a firm setting also exposed her to a range of bankruptcy-related disputes and courtroom procedures.
Miller is a Certified Legal Specialist in Bankruptcy Law by the State Bar of California. The certification signals a focused body of work and a level of peer review and testing specific to bankruptcy practice. She is a member of local and national organizations that follow developments in insolvency law, including the OC Bankruptcy Forum, the American Bankruptcy Institute and the Orange County Bar Association. Those affiliations keep her connected to changes in case law, procedural rules and legislative updates affecting debtors and creditors.
In 2014 she opened Harlene Miller Law, APLC, where she serves as owner and lawyer. Running her own firm allowed her to set the tone for client service and case management. Her practice handles the procedural and strategic elements that come with bankruptcy filings, relief from stay motions and related adversary proceedings. She has represented clients in various bankruptcy settings and continues to maintain ties to the Orange County legal community.
Colleagues describe Miller as methodical and grounded in courtroom practice rather than one who seeks attention outside the profession. That approach carries through to how she runs the firm and how she advises clients: measured, process-oriented and based on established bankruptcy standards. She remains active in professional groups and maintains her practice in California, where she represents clients on bankruptcy matters.
She currently practices bankruptcy law in California.
