About Glicel E.

Glicel E. Sumagaysay earned her J.D. from Alliant International University in 2008 after completing undergraduate studies at the University of California, Davis, where she studied political science, English and communication and received her B.A. in 2003. Her academic path combined liberal arts and legal training, equipping her for both advocacy and the practical work of a law office.

She entered the legal field in 2001 at Bishop Barry Howe Haney & Ryder, beginning as an administrative assistant and intern and shortly thereafter working as a paralegal. Those early years gave her hands-on exposure to case preparation and court procedures. In 2005 she moved to Minami Tamaki as a lead paralegal, a role that expanded her responsibilities in litigation support and client intake.

After earning her law degree, Sumagaysay joined the American Mortgage Law Group as an associate in 2009. That position broadened her familiarity with mortgage-related matters and the paperwork and procedural rhythm they require. She returned to Minami Tamaki as an associate in 2012, shifting back into a more litigious environment. In 2015 she established the Law Office of Glicel Sumagaysay and assumed the role of principal.

Sumagaysay is admitted to practice in California and before the U.S. Court of Appeals for the Ninth Circuit. Over the years she has balanced courtroom work and client counseling. Those experiences gave her a sense of how pretrial strategy and detailed client communications shape outcomes in contested cases.

Her professional affiliations include membership in Business Network International’s Better Referral Network Chapter, the California Employment Lawyers Association and the Contra Costa County Bar Association, all of which she joined or maintained beginning in 2015. These memberships reflect an engagement with local business groups and peer networks that inform her practice.

Her background spans matters tied to employment law and mortgage-related disputes, reflecting the mix of employers and firms she has worked for. Colleagues and clients have relied on her experience preparing pleadings, managing discovery and handling procedural matters before state and federal tribunals. She approaches each matter on its facts and milestones rather than on sweeping predictions.

As principal of the Law Office of Glicel Sumagaysay since 2015, she manages day-to-day operations while representing clients in state and federal matters. Her current practice concentrates on employment matters and mortgage-related disputes.
