About Gillian

Gillian Blomquist built a path that moves from public policy into law. She studied public affairs at the University of Minnesota before returning to Arizona State University to earn a J.D. Her academic record spans sociology, public policy and law — a combination that shapes how she approaches disputes and counsel.

Her education began at Arizona State University, where she received a B.A. in sociology in 1994. She then pursued a Master of Public Policy at the University of Minnesota, Twin Cities, completing that degree in 1998. After several years immersed in public policy studies, she enrolled at Arizona State University’s law school and earned her Juris Doctor in 2001.

Those three degrees inform different parts of her practice. Sociology contributes an attention to social context and human behavior. Public policy training brings an eye for regulatory frameworks and governmental process. Law school provided procedural tools and doctrinal grounding. The mix shows in how she frames issues and how she prepares matters for resolution.

Blomquist has emphasized alternative dispute resolution in her professional development. She is certified under Rule 114 of the Minnesota ADR Board, a credential for serving as a neutral in arbitration and mediation settings. That certification signals an interest in resolving conflicts outside the courtroom and in the mechanics of fair processes when parties opt for private dispute resolution.

Over the years she has combined those interests in practice. Her background in public policy makes her comfortable handling matters that touch regulatory or administrative questions. Her legal training supplies the arguments and the structure. And her ADR credential lets her step into the neutral role when parties seek mediation or arbitration instead of litigation.

Colleagues describe her approach as methodical and pragmatic. She breaks complex problems into practical steps, then moves through them steadily. She favors preparation and clear communication, both when advocating for a client and when facilitating talks between parties.

Outside of formal credentials, Blomquist’s career reflects attention to how rules and people interact. She draws on sociology and policy thinking to anticipate consequences and to weigh options that go beyond a single court filing.

She currently focuses her practice on disputes and dispute resolution, combining legal representation with certified neutral services under Minnesota’s Rule 114.
