About Frank Rich

Frank Rich Lindh is a licensed attorney admitted to practice law in the State of California. He was admitted to the California State Bar in 1992 and holds bar number 157986. His license is currently in active status. Mr. Lindh is a sole practitioner specializing in energy law, operating from his office at 110 Taylor Street, San Rafael, California. He has been practicing law for over 30 years, serving clients throughout the San Francisco Bay Area and beyond.

Mr. Lindh earned his Juris Doctor degree from Georgetown University Law Center in 1985. Prior to law school, he completed his undergraduate education at Pennsylvania State University, receiving a Bachelor of Arts degree in Political Science in 1974. During his time at Georgetown, he was recognized for his academic excellence, graduating cum laude. He has extensive experience in representing clients before the California Public Utilities Commission and other regulatory bodies.

Throughout his career, Mr. Lindh has held significant positions in both public and private sectors. From 2008 to 2014, he served as the General Counsel for the California Public Utilities Commission, overseeing legal affairs for the state's primary regulatory agency for public utilities. Prior to that, he was a partner at Crowell & Moring LLP from 2014 to 2015. He also served as an appellate attorney in the Office of the Solicitor of the Federal Energy Regulatory Commission from 1987 to 1989 and as a law clerk to the Solicitor General of the United States during the Supreme Court's 1984–1985 term.

Mr. Lindh is an active member of the California State Bar Association and has been recognized for his contributions to the field of energy law. He has served on the Energy Bar Association's national board of directors and was the president of its Western Chapter. He has also been a member of the board of directors of the Conference of California Public Utility Counsel, a professional association of California PUC practitioners. In 2024, he received the University of San Francisco Law School's Hon. Ira Brown Adjunct Faculty Award. He is fluent in English and has a working knowledge of Spanish, allowing him to serve a diverse clientele effectively.
