For his work, he received the Special Achievement Award from the U.S. Attorney General. In 1975, he transferred to the U.S. Attorney’s Office in the Western District of New York in Rochester, handling criminal investigations, prosecutions, trials, appeals, and defending civil claims against the United States.

He was honored with the U.S. Drug Enforcement Administration’s Award of Honor in 1977. In 1979, Mr. Welch was appointed Assistant Attorney General in charge of the New York State Attorney General’s Rochester Regional Office, managing a team of lawyers and overseeing civil and criminal litigation on behalf of the state and its agencies. He served in this role until 1995, when he joined Harris, Chesworth, Johnstone & Welch, LLP, focusing on municipal liability defense, personal injury, civil rights litigation, commercial litigation, insurance defense, and government compliance work. In 2018, he became a partner at Tully Rinckey PLLC, where he continues to apply his extensive knowledge in civil litigation defense. He has been recognized as a "Super Lawyer" by the New York Super Lawyer’s Magazine Upstate Edition from 2008 to 2015 and was named to the 2026 Lawdragon 500 Leading Litigators in America. Mr.

Welch is a member of the New York State Bar Association and the Monroe County Bar Association. He has served as a Trustee and was a member of the Founding Board of Governors of the Academy of Law of the Monroe County Bar Association from 1992 to 1994. He has also been a lecturer at Continuing Legal Education Programs for the New York Municipal Insurance Reciprocal and at the National Business Institute. He is a Certified Federal Court Mediator, having been specially invited by all Federal Judges in the Western District of New York.
