About Elliot

Elliot Conn came to law after a liberal arts education at Colgate University, where he earned a B.A. in 2008 in international relations and studied Chinese as a minor. He stayed in California for law school and received his J.D. from the University of California, Berkeley School of Law in 2011. The combination of international studies and a Bay Area legal education shaped his early interest in public-interest and consumer law.

While still in law school he served as a judicial extern in 2009 to Judge James Ware of the U.S. District Court for the Northern District of California in San Jose. That courtroom experience gave him an early look at federal procedure and case management. After graduation he joined Kemnitzer, Barron & Krieg LLP as an associate in 2011 and was promoted to senior associate in 2015. He handled civil litigation matters there and became more involved in cases that touched on consumer rights and economic justice.

In 2019 he launched Conn Law, PC and took on the role of founder and principal. As the firm’s lead lawyer he moved from working inside a larger plaintiff firm to running a compact practice. The change allowed him to manage cases from intake to resolution and to craft strategies for both individual clients and group actions. He has argued motions in federal court and overseen discovery in complex matters.

Conn is admitted to practice in California and in multiple federal districts across the state. His federal admissions include the Northern, Eastern, Central and Southern Districts of California. That multi-district access supports litigation that can span jurisdictions and reach federal forums when necessary.

Outside the courtroom he is active in organizations that intersect with consumer advocacy and public interest litigation. He has been a member of the National Association of Consumer Advocates since 2014 and of Consumer Lawyers of California since 2012. He joined the Public Justice Foundation as a supporting member in 2016 and is a leadership supporter of Public Citizen. Since 2019 he has served on the advisory board of the UC Berkeley Center of Consumer Law and Economic Justice.

Colleagues describe him as a lawyer who prefers clear writing and steady case management over flourish. He divides his time between client work and the advisory and membership roles that keep him connected to developments in consumer law. He currently practices at Conn Law, PC, handling consumer protection, class action and related litigation matters.
