About Dr. Ermal
Dr. Ermal Frasheri built a career that crosses academic research, international institutions and public service. He earned a law degree in 2004 and went on to complete an LL.M. and an S.J.D. at Harvard Law School, finishing the doctoral degree in 2012. Those years at Harvard also led to a research post at the university’s Center for International Development in 2014.
Frasheri joined the Albanian Bar Association in 2000 and has practiced law since then. Early in his career he balanced domestic practice with scholarship. By 2014 he was serving as a senior research fellow at Harvard and took a role as adjunct professor at the University of Denver’s Sturm College of Law, teaching students while maintaining ties to policy work.
His work took a more international turn in the late 2010s. In 2018 he served as an independent expert on the United Nations Committee on Migrant Workers, where he contributed to monitoring and interpretation of treaty obligations affecting migrant populations. That role reflected a sustained interest in migration law, human rights and the legal dimensions of cross-border movement.
In 2023 he joined the Supervisory Board of the Albanian Investment Corporation. That appointment inserted him into corporate governance and investment oversight at a national level. A year later he accepted a position as Senior Legal Expert at the International Finance Corporation. The IFC role ties his background in development research and international legal practice to project-level legal work in emerging markets.
Throughout his career Frasheri has moved between scholarship and applied legal work. His research posts and teaching experience inform how he approaches regulatory questions and treaty interpretation. At the same time his board and institutional roles expose him to commercial and governance issues in finance and investment.
Today he combines roles in international finance, advisory work for multilateral bodies and teaching. He serves as a Senior Legal Expert at the IFC, holds a seat on the Albanian Investment Corporation’s Supervisory Board, and remains involved in academic programs. His current practice concentrates on legal issues in development finance, migration law and governance.
