About Devin Shamir

Devin Shamir Luqman pursued an unconventional path into law. He studied film and communication at Towson University, earning a B.S. in 2006, and later completed his J.D. at the University of Baltimore School of Law in 2013. Those academic choices left him comfortable with storytelling and courtroom argument alike.

Luqman began his legal career in public defense. In 2013 he joined the Maryland Office of the Public Defender as an assistant public defender. That early work put him in courtrooms across the state and exposed him to a wide range of criminal matters from misdemeanor dockets to felony arraignments. The pace was demanding. It was also formative. He learned how to move quickly on legal research, how to interview clients, and how to manage cases from intake through trial.

After three years in public defense, Luqman moved into private practice. In 2016 he served as an associate at Konare Law, where he handled criminal defense matters and related proceedings. Two years later he took on a leadership role. In 2018 he became managing partner at Luqman Law, the firm that carries his name. That step shifted his responsibilities from casework alone to practice management, client development, and overseeing case strategy for a small firm.

His professional memberships underline the areas that occupy his work. He has been a member of the Frederick County Bar Association since 2013. In 2018 he joined the Maryland Bar Association, the Maryland Criminal Lawyers' Defense Association, and the American Immigration Lawyers Association. Those affiliations suggest steady engagement with both criminal defense issues and immigration-related practice developments.

In court, Luqman handles criminal defense matters and immigration-related legal work. His background in public defense gives him experience with trial preparation and courtroom advocacy. Managing a small firm has added administrative responsibilities and a need to balance client service with practical office operations.
