About Debra J

Debra J Toews built her foundation at Whitman College, where she earned a Bachelor of Arts in English in 1976. The study of language and close reading shaped an approach to detail that would inform her work in the years that followed. She moved from the classroom into the law, bringing a facility for writing and analysis to legal matters in Washington.

Her career has been rooted in the Washington legal community. She is a long-standing member of the Washington State Association for Justice and has held the organization’s Eagle membership since 2002. That affiliation has kept her engaged with peers who handle trial and civil justice matters across the state. She has maintained an active presence in local legal circles and has balanced professional involvement with work at her law office.

Toews practices from Willis & Toews, PLLC, a firm that bears her name. At the firm she works alongside colleagues on cases that arise in state courts and administrative settings. Her role at the firm has been steady rather than showy; she has focused on client work, courtroom preparation and the kind of day-to-day tasks that move a case forward. Colleagues describe her as thorough in file preparation and careful in how she structures arguments for hearing and trial.

Over the course of her practice she has handled matters requiring sustained legal research and disciplined advocacy. She brings a measured style to hearings and settlement discussions. Courtroom work and pretrial strategy have been central to how she approaches contested matters, and she remains engaged in continuing education and professional exchanges. Her long-standing membership in a state trial lawyers association reflects an ongoing interest in the procedural and substantive issues that shape civil litigation in Washington.

Outside the office she has participated in association meetings and professional programs that address evidence, procedure and trial technique. She has used that time to exchange ideas with peers and to stay current on developments in state law. Those engagements have fed directly back into her practice, informing case strategy and courtroom presentation.

Today she continues to practice at Willis & Toews, PLLC in Washington. Her work at the firm centers on litigation matters brought in Washington state courts, where she handles the preparation, advocacy and case management her clients require.
