About Deborah L.

Deborah L. Bulkeley earned her Juris Doctor at The University of Utah S.J. Quinney College of Law in 2011. She completed her legal education at a school known for close ties to Utah’s courts and bar, finishing law school shortly before beginning her professional career in the state.

Early in her legal formation she joined the David K. Watkiss-Sutherland II Inn of Court as an associate member in 2010. That affiliation placed her in a setting where ethics, trial craft and mentorship are emphasized. The Inn connection continued as she moved into practice and remains listed as an active associate member.

Bulkeley’s professional profile includes service on the Utah Supreme Court Advisory Committee on the Rules of Evidence, a role she has held since 2015. That committee work involves periodic review of evidentiary rules and proposed amendments, and it keeps her engaged with the procedural framework that governs courtroom proof in Utah. Participation on that advisory body also means regular interaction with judges, practitioners and court staff on technical rule matters.

She is licensed to practice in Utah and is an attorney at Carr | Woodall, PLLC. At the firm she practices under the state’s jurisdictional authority and contributes to the firm’s legal work in ways that draw on her knowledge of procedural and evidentiary issues. Her time on the Rules of Evidence committee informs how she approaches case preparation and hearings where evidentiary disputes arise.

Colleagues describe Bulkeley as methodical in her approach to case issues and attentive to the rules that govern evidence. Her professional memberships place her in continuing conversations about practice standards in Utah. That environment gives her access to peers who handle a range of civil and regulatory matters, and it shapes how she advises clients on preparing testimony and documentary proof.

She maintains an active role in bar-related committees and local Inns of Court activities, balancing practice obligations with committee service that impacts statewide practice standards. Her practical experience in Utah courts, combined with committee work, positions her to handle matters that require careful attention to evidentiary procedure. She practices in Utah and her current practice focuses on matters involving evidentiary and procedural issues in state proceedings.
