About David

David Neuman earned his J.D. from Northern Illinois University in 2005. He completed law school at a time when securities regulation and arbitration were changing rapidly. He is admitted to practice in Florida, Washington and Illinois, and his legal training underpins a practice that crosses state lines.

He became a partner at Israels & Neuman in 2014. That move formalized a longstanding relationship with the firm and placed him in a leadership role as the firm expanded its regional presence. Israels & Neuman maintains a main headquarters in Washington and additional offices in Portland, Colorado and Michigan. Neuman’s partnership coincided with those growth efforts.

Neuman is also a certified arbitrator for FINRA Dispute Resolution. In that capacity he sits on panels hearing securities disputes and related investor claims. Serving as an arbitrator gives him a view from the neutral side of disputes, and it informs how he approaches case strategy when he represents clients.

He serves on the Board of Directors of the Public Investors Arbitration Bar Association. That board role keeps him engaged with developments in investor advocacy and arbitration practice. He maintains memberships in several professional organizations tied to securities law and dispute resolution, and he participates in continuing education required by those groups.

Neuman’s admissions in three states allow him to handle cases that require filings or appearances across jurisdictions. He works at the firm’s headquartered office in Washington and supports matters routed through the Portland, Colorado and Michigan offices. His practice benefits from that geographic reach, particularly when client matters intersect state lines or involve broker-dealers operating nationally.

Colleagues describe his courtroom and arbitration work as methodical. He prepares detailed evidentiary submissions and emphasizes factual clarity. That approach shapes how cases are presented to arbitrators and judges. His dual perspective as both advocate and arbitrator informs scheduling, witness preparation and the way settlement options are weighed.

Outside of casework he contributes to the governance and administrative functions at Israels & Neuman. He has been involved in mentoring associates and in shaping firm policies that affect multi-office coordination. He continues to accept appointments as a FINRA arbitrator and to serve on the Public Investors Arbitration Bar Association board.

He practices at Israels & Neuman, PLC and handles securities arbitration and investor dispute matters across his admitted jurisdictions.
