About David

David Kaplan earned his J.D. from Temple University Beasley School of Law in 1994. He arrived at law school after undergraduate studies and left with a practical legal education shaped by the mid-1990s legal landscape. He still describes that period as formative for how he approaches case preparation and counsel.

After completing law school he gained admission to practice in Pennsylvania and secured the ability to litigate before the U.S. Court of Appeals for the Third Circuit. Those admissions have shaped the arc of his work. He has balanced matters in administrative settings and federal appellate filings over the years.

Kaplan has maintained a long-standing connection to the immigration bar. He has been a member of the American Immigration Lawyers Association since 2000. That affiliation has kept him current on regulatory changes, case law developments, and practical challenges that affect clients seeking immigration relief.

His practice has involved both trial-level work in immigration proceedings and filings in higher courts. He handles contested administrative matters, prepares briefs for appellate review, and appears in hearings when the facts demand direct advocacy. Colleagues and opposing counsel note that he prefers a direct style in court and written arguments that emphasize legal clarity.

Over time Kaplan has developed an approach that values detailed factual records and careful statutory analysis. He tends to break complex immigration questions into discrete issues and address each with tailored pleadings and testimony. This method applies whether the matter is a removal defense, a benefits petition, or an appeal of an adverse ruling.

Outside of court pleadings he spends time tracking changes in administrative policy and federal decisions that may affect client outcomes. He attends professional programs and contributes to firm strategy discussions on how shifting law changes case tactics. His work frequently requires coordination with experts and other counsel when cases raise technical or medical questions.

Colleagues describe him as practical and methodical in case preparation. Clients find the process demanding but straightforward; Kaplan emphasizes documentary support and readiness for follow-up questions from adjudicators. He currently practices immigration law, representing clients in Pennsylvania and in appeals before the Third Circuit.
