About David J.
David J. Scaggs built a steady legal career out of South Jersey and the surrounding Pennsylvania counties. He studied business at Temple University before turning to law at Widener University Delaware School of Law, where he earned his J.D. in 1994. The combination of a business undergraduate degree and a law degree has shaped the practical side of his practice.
He began his legal work in the late 1990s. In 1999 he worked as an associate at Marshall Dennehey Warner Coleman and Goggin. The next year he became a shareholder at The Granger Firm. Those early moves placed him in firms that handled litigation and transactional matters across state and federal courts in the region.
Scaggs is admitted to practice in New Jersey and Pennsylvania, and he holds admission to several federal courts, including the U.S. District Court for the District of New Jersey, the U.S. District Court for the Eastern District of Pennsylvania, the U.S. District Court for the Middle District of Pennsylvania, and the Third Circuit. He has maintained active memberships in the Pennsylvania State Bar and in the Chester County Bar Association.
Beyond courtroom work, Scaggs has balanced a steady public and civic presence. He has served as chairperson of the Westtown Township Zoning Hearing Board since 2006, a role that keeps him engaged with land use and municipal law issues at a local level. He was a member of the Pennsylvania Bar Association’s Real Property, Probate and Trust Law Section council from 2011 through 2014. He also served on the West Chester Area YMCA Board of Advisors from 2013 to 2014 and acted as a den leader for the Boy Scouts of America, Chester County Council, from 2012 to 2014.
Colleagues describe him as practical and procedural; clients find his background in business and municipal matters useful when disputes intersect with local regulations. His casework has brought him before state and federal tribunals, and his municipal appointments have kept him close to zoning and real property questions.
Today Scaggs practices at The Granger Firm, where he continues to represent clients in matters that arise in both New Jersey and Pennsylvania. He handles municipal zoning and real property matters, and he practices in the federal and state courts where he is admitted.
