About David Allen
David Allen Rose built a technical and legal foundation before entering private practice. He earned a B.S. in Chemistry and Math from Eastern Kentucky University in 1982. He received his J.D. from the University of Memphis Cecil C. Humphreys School of Law in 1990 and later added an LL.M. from The George Washington University Law School in 1999, concentrating on government procurement and environmental law.
Early in his career he served in the Judge Advocate General's Corps and is listed with the rank of Lt. Col. in 1991. That period provided experience in military legal systems and introduced him to issues that connect government contracting and regulatory compliance. The military years remained a throughline as he moved into civilian legal roles.
Rose moved from uniformed service into in-house counsel positions in the mid-2000s. He served as General Counsel at ITSI in 2004, and later held the same title at CAPE Environmental Management, Inc. in 2007. Those roles placed him inside organizations that handled technical projects and vendor relationships, giving him direct exposure to contract negotiation, compliance questions, and the operational side of business law.
In 2009 he established Rose Consulting Law, where he serves as principal. He has continued to work at the intersection of procurement and environmental matters, advising on contractual arrangements and regulatory concerns. His background in chemistry and math has supported more technical client matters, and his LL.M. study at George Washington sharpened his understanding of federal procurement rules.
Professionally he maintains memberships across legal and technical organizations. He is a member of the Georgia Bar Association and the North Fulton Bar Association. He also belongs to the American Society of Civil Engineers, the National Contract Management Association, and the Society of American Military Engineers. Those affiliations reflect the mix of law, engineering, and contract management that appears in his work.
Rose is licensed to practice in Georgia, Arizona and New Mexico and is admitted to the D.C. Circuit. He practices from the main office of Rose Consulting Law and continues to handle matters involving government contracting, environmental compliance, and contract management for public and private clients.
