About Bill D.

Bill D. McKissick built a legal path that begins in central Pennsylvania and runs through Maryland’s courts and the federal appellate system. He earned a Bachelor of Arts from Franklin & Marshall College in 1986 and completed his Juris Doctor at the University of Maryland Francis King Carey School of Law in 1989. Those credentials set the stage for a long career in Maryland practice and federal appellate work.

Early in his career McKissick joined the Maryland bar and began handling matters that brought him before state and federal tribunals. Over time he secured admissions to the U.S. Supreme Court and the United States Court of Appeals for the Fourth Circuit. Those credentials allow him to file and argue cases on behalf of clients at some of the highest levels of the American legal system.

Colleagues describe him as practical in the courtroom and methodical in preparation. He has handled a mix of trial and appellate matters, and his admissions reflect an ability to take cases beyond state trial courts when necessary. He has worked with a range of procedural and substantive issues, drawing on an understanding of appellate briefing and oral argument developed through repeated practice in higher courts.

McKissick has also spent time mentoring younger attorneys in firm settings. At Dugan, McKissick & Longmore, LLC he has participated in the supervision of case preparation and the coaching of junior lawyers on courtroom procedure and appellate technique. That experience has influenced how he approaches case strategy: attention to record development at trial paired with careful framing of legal issues for appeal.

Outside the courtroom he has kept ties to legal education through continuing legal education programs and case law study. His law school and undergraduate background inform a measured approach to legal research and writing. He is known among peers for clear, concise briefs and a preference for practical remedies when they are available.
