She earned her Juris Doctor from Stanford Law School in 1992, a prestigious institution known for its rigorous legal training. Prior to that, she completed her Bachelor of Arts in Legal Studies at the State University of New York at Buffalo in 1985. Admitted to the California State Bar in 1993, Mitchell began her legal career focusing on fathers' rights law.
She founded the group FREE (Fathers’ Rights and Equality Exchange) to advocate for the rights of non-custodial fathers, demonstrating her commitment to social justice. Transitioning to internet law, Mitchell served as the Director of Legal and Public Affairs for the Mail Abuse Prevention System (MAPS)—the first formal anti-spam organization—where she played a crucial role in shaping policies against unsolicited emails. In 2002, she co-founded Habeas, an email accreditation company that aimed to improve email deliverability and reduce spam. Her expertise in this area led her to author a section of the Federal CAN-SPAM Act of 2003, a landmark legislation that established rules for commercial email and gave recipients the right to have emails stopped from being sent to them. In 2003, she founded the Institute for Social Internet Public Policy (ISIPP), where she currently serves as CEO and President.
Under her leadership, ISIPP has tackled various pressing internet policy issues, including email deliverability, spam, identity theft, and cyberbullying. Mitchell has provided valuable advice to both state and federal officials on matters related to spam and email delivery. Notably, she chaired the first Email Deliverability Summits, which brought together Internet Service Providers and email marketers to discuss best practices and solutions. Mitchell's professional involvement extends to several key associations. She has been an active member of the California State Bar Cyberspace Law Committee and the Colorado Cyber Committee, contributing her expertise to the evolving field of cyber law.
Additionally, she served on the Board of Directors for the Asilomar Microcomputer Workshop, furthering discussions on technology and policy. In 2019, she was appointed as Dean of Cyberlaw & Cybersecurity and joined the Board of Directors at ISIPP, solidifying her leadership role within the organization. Throughout her career, Mitchell has held multiple positions, including CEO and Founder of ISIPP. Her contributions to internet law and policy have not gone unnoticed—her leadership and active participation have significantly shaped the legal field of the digital world, making her a respected figure in the field.
