About Angela Tiffany

Angela Tiffany Howe is a licensed attorney admitted to practice law in the State of California. She was admitted to the California State Bar in 2005. Her license is currently in active status. Ms. Howe is the Senior Legal Director at the Surfrider Foundation, a non-profit environmental organization dedicated to the protection and enjoyment of the world's oceans, waves, and beaches. The Surfrider Foundation is headquartered in San Clemente, California, where Ms. Howe's office is located. She has been practicing law for over 20 years, focusing on environmental law and litigation.

Ms. Howe earned her Juris Doctor degree from the University of California, Berkeley School of Law in 2005. Prior to law school, she completed her undergraduate education at Rice University, receiving a Bachelor of Arts degree in Political Science in 2002. During her time at UC Berkeley, she developed a strong interest in environmental issues, which led her to pursue a career in environmental law.

Ms. Howe specializes in environmental law, with a particular focus on coastal and ocean conservation. She has been involved in various legal initiatives aimed at protecting marine environments, including efforts to regulate plastic pollution and preserve beach access. Her work encompasses all stages of litigation, including case evaluation, discovery, mediation, settlement negotiations, and trial proceedings in both state and federal courts.

Throughout her career, Ms. Howe has handled cases in the Superior Court of California for the County of San Diego, the United States District Court for the Southern District of California, and the United States Court of Appeals for the Ninth Circuit. Before joining the Surfrider Foundation in 2007, she worked as an attorney at Hogan & Hartson LLP in both their Washington, D.C., and Los Angeles offices, focusing on environmental law. She has also served as an Adjunct Professor of Ocean and Coastal Law at the University of California, Irvine School of Law, teaching courses on the governance of coastal and ocean resources.

Ms. Howe is an active member of the California Lawyers Association’s Environmental Law Section and has served as an Advisor to the section. She has been involved in community initiatives, including serving as Chair of the Clean Seas Coalition for seven years. She has also consulted the United Nations Environment Assembly on plastics and ocean issues. Ms. Howe is fluent in English and has a working knowledge of Spanish, enabling her to engage with diverse communities in environmental advocacy efforts.
