About Andrew
Andrew Holley entered law school after completing a dual major in economics and philosophy at the University of California, Riverside. He earned his J.D. from Santa Clara University School of Law in 2007 where he concentrated his studies on immigration law. That academic background set a clear path toward practice in federal and state immigration matters.
Holley began his legal career in the early 2010s, taking roles that gave him hands-on experience with removal defense and family-based petitions. In 2011 he worked as an immigration lawyer at The Law Office of Thomas Hiester. He later joined Root Law Group in 2013, where he expanded his work on a broader range of immigration cases. Those early positions preceded his decision to open his own practice.
In 2014 he founded Andrew D. Holley - Lawyer for Immigrants, a PLC, and the Northern California Immigrant Resource Center. The two organizations grew from the same impulse: to provide direct legal help and community resources to immigrants in Northern California. The firm handles individual representation while the resource center offers outreach and education aimed at people new to the immigration system.
Holley is admitted to practice in California and before the U.S. Court of Appeals for the Ninth Circuit. He has belonged to the American Immigration Lawyers Association since 2011. He also holds memberships in the San Francisco Bar Association and participates in programs such as the Butte County Self-Help Assistance and Referral Program and the Justice and Diversity Center of the Bar Association of San Francisco. Those ties reflect a practice that moves between courtroom work, pro bono clinics and community outreach.
His caseload covers many common immigration matters: removal defense, adjustment of status, naturalization, U visas and family petitions. He also handles appellate briefs in the Ninth Circuit as circumstances require. Clients range from long-time residents seeking regularization to recent arrivals pursuing humanitarian relief.
Colleagues describe Holley as methodical and practical in his approach to casework. He prefers to break complex immigration processes into clear steps for clients. He often splits his time between two offices, maintaining a presence in Chico and San Francisco to serve both rural and urban clients.
