About Amy J.
Amy J. Osborne built a career at the intersection of law, public policy and education. She earned a B.A. in political science and history from Franklin College in 2004 after beginning her undergraduate studies at Manchester College. She later returned to the classroom for law school, completing a J.D. at Indiana University Robert H. McKinney School of Law in 2018.
Her early work took her into state government almost immediately. In 2004 she served as an executive assistant in the Indiana Secretary of State’s office. That entry-level role led to a series of policy and program posts over the next decade. She directed programs for School Choice Indiana in 2006 and worked as a legal analyst for the Indiana Public Access Counselor in 2007. Her tasks there involved public records and open meetings issues, an experience that informed later roles.
Osborne moved into education policy in 2009 as a policy analyst and TIF grant director at the Indiana Department of Education. The position exposed her to school funding mechanics and administrative grant processes. In 2013 she returned to the Secretary of State’s office as deputy communications director, where she handled messaging and outreach during a busy period for the office.
In 2015 she joined the Indiana Charter School Board as assistant director of applications. That role required review of charter applications and coordination with educational stakeholders. In 2018 she transitioned into private practice as an associate attorney at Allen Wellman McNew Harvey, LLP. In that capacity she applied her governmental and education experience to represent clients in matters touching public agencies and administrative proceedings.
Osborne has maintained ties to community and youth programs throughout her career. She has served on the advisory team for the YMCA Youth and Government Program since 2017 and joined the Hancock County Community Foundation Women’s Fund committee in 2018. Earlier volunteer work included a long run with Hoosier Girls State from 2000 until 2015. She also completed the Richard G. Lugar Excellence in Public Service Series in 2008.
